Grab yourself a copy of the binary zip, extract it and dump it into \$OEM$\$Progs\emule\

Create the shortcut that points to C:\Program Files\emule\emule.exe and then dump this shortcut into:

\$OEM\$Docs\%username%\Start Menu\Programs\eMule\
or
\$OEM\$Docs\All Users\Start Menu\Programs\eMule\
