All accounts in Vista run as "Limited". The difference is that an Administrator account only asks for permission to elevate - the Limited account makes you enter an Administrator's user name and password in order to get permission to elevate. Norton had a UAC beta that seemed to head in this direction - but I haven't seen it recently and can't seem to locate a link for it. Changing the path will involve moving the folder - I don't think that that's what you're asking for. Could you be a bit more specific about what you'd like to do?
Boot into Safe Mode. If it takes as long (or nearly so) to get into Windows then it's most likely a hardware issue. If that's the case, run a hard drive diagnostic (more info on that here: http://www.carrona.org/hddiag.html )
