whenever I press WIN+F1 (mostly by mistake), I get an error saying:

I'm connected to the Internet (otherwise I could not post this)...

where are those settings?

Have you disabled the help system?

No, the help windows opens, but (look at the image) it can't download anything from /...

I looked at the image, and pressed the same keystroke and mine opened up fine. Is this a custom Vista install, or a regular one? Have you disabled any services? Is your firewall preventing Internet access for help? Or, perhaps, a registry setting changed so that it is trying to download from the wrong url (notice it says cannot download / from help....)?
