Can someone recommend the best program to record streaming audio?

It must be:

Vista capable
Simple and clean
Spyware free
Free (if possible but doesn't have to be)

I am not quite dure this is what you want but there is SoundRecorder.exe in Windows\System32. It is a small GUI. You can use it with a digital mike to sing in it and create wma files. I use it to record simple messages that my apps sound to me as warnings, etc. I've never done it but I think you can easily use it for inline input by modifying some Settings in Control Panel Sound. This way you may even get exactly what you want.
