Install vLite 1.1.6 first then install 1.2rc over it. Then make sure to backup wingapi.dll.

where can I find vLite 1.1.6?
why the author doesn't fix the latest vlite so that we won't need this 1.3GB thing?

The files you need are in this archive. Just extract it to the vlite directory.
