Could you use Windows 2003 Server for the WinPE file?

Would this work if i wanted to setup a NAS server, with a cut down version of Windows 2003 Server?

Will this still allow for more then 10 connections, could you shared folders and files on the NAS?

I am missing what you are asking, do you want to build a winpe disk from 2003 or are you asking if you can run a server off of it? If the latter no you can't. Well easily anyways.
