Looks like you may have some adware program, or maybe virus installed. Have you done a virus and adware scan?

Have you tried to install a language pack lately?

I don't know which DLL contains the internationalised words for "Open" and ... delete? but it probably got replaced with one of the wrong language.

It's not a localized DLL, it's a registry entry.

Something like HKEY_CLASSES_ROOT\Folder\shell, though in this case, I'm not sure which entry is responsible.

i scan my computer everyday but is still the same
no adware or spyware

I want to ask the registry if edit that one is what value?
