i have found SimCity 2000 for Windows. You can build your own cities with it. I think it is the last version that works w/ Win98....but don't quote me on that. Here is the --link removed--. I didn't upload it. I just found the link to it. To open the file, you must have 7-zip.

I am pretty sure even though it's been long abandoned it is still considered warez.
