Is there easy way to convert Linux driver to Windows driver? or Do I have to re-write the driver ?
Is there any tools that can do this conversion ?

If you know how to write a windows driver you won't ask if it's possible to convert a Linux one
If you ask if it's possible to convert a Linux driver you do not know how to write a windows driver

Seriously, writing a Windows Device (or Kernel) driver is a VERY advanced topic, you may start reading examples and articles on more "specialistic" sites like these:
