Western Digital for all my desktop drives. At the moment, my laptop has a Seagate hard drive.

1x WD5000AAKS (connected via eSATA enclosure)
1x Seagate Momentus 7200.1 100GB
1x Seagate Momentus 5400.3 160GB (external drive)

My PC has a Maxtor (6V250F0). I can't say if this is the best brand, but IMHO it works just fine.

Western Digital, Seagate and Hitachi are the only drives i use.
WD 250GB, 160GB
Hitachi 40GB, 80GB
Seagate 160GB, 40GB
Laptops have IBM Travelstars in them though...no getting around it ATM.

Seagates mostly. 5 yr warranty is nice and I've had decent experiences with them. I wouldn't hesitate to buy Maxtor either, especially now that Seagate owns them.
I've owned Western Digitals (I love my Passport) als0, and can't complain. Seagate gets preference, though.

Two Samsungs on the older machine, that does not like to many partitions on big IDE disks, 120 + 250 GB
Two Seagate ST 340062, taken out of Maxtor Basics Personal Storage 3200. Were cheaper than similar internal IDE drives at that time.
Several USB2 drives, including a HDD media player
