My brother is running Win 98 and has a "This program has performed an Illegal Operation and will be shut down" while running IE6 or Outlook Express 6. He says either will produce the error. PC is a 950mhz Gateway. Anyone have any ideas???

try running a repair on ie 6, i've seen ie6 corrupt itself on 98, if that doesn't work you can also try to do a restore and reinstall of ie
