yes!, there is infact a difference according to me:
Setup: means & includes installation of software, in addition to configuring the software which may be pre-installed on the system. This is mostly used to either repair or configure settings of the installed Software.
Install: This as compared, means installing respective software NEWLY or first time on the system, and it may or may not include the option to configure the installed software.
This is my observation.
