Windows 99 included a few third-party applications. One application replaced notepad. A few others allowed users to have bitmaps as the background of their windows... another allowed the user to have multiple desktops (as seen on a few linux distros).
Bottom line:
Windows 99 is basically just to impress your friends. If you only want official Microsoft beta releases, don't bother with this.
