Uhm, you're supposed to press the ~ key to bring up the console in Doom 3 right? I have tried both shift keys and it won't come up.

CTRL + ALT + ~ (on German keyboards ^ )

yes u can also do this to enable the console just by pressing ~:

go to your doom3/base folder
create a file called autoexec.cfg
and enter:
set com_allowConsole "1"

then the console will come down with only pressing ~

who needs cheats... games lose all their fun when you put in cheats... last game i used a cheat code on was Doom 1
