Someone I know bought a new Dell and this is what their taskbar looks like:

Is this something that is Dell proprietary or is something that can be downloaded or tweaked?

yes it's the royale theme, and you can find a tweaked royale one of course around skins websites tongue.gif

No its not a skin.

Did you look at the image I posted a link too in the original post?

The taskbar is exactly like the regular taskbar except it has a different bevel effect.

I believe Dell is shipping thier new PCs with this new taskbar style.

Anybody else seen this on a PC without any skinning apps?

Yeah, I have it myself which is how I can be so sure.
This taskbar style needs no skinning tools - its directly usable as it is. Its called the "Energy Blue" theme officially, and "Royale" style among the modding community. Freely downloadable.

Dell does not ship their new PCs like that, its probably the vendor who added it in to make it look different.

Interesting. That screenshot I posted with that taskbar was from a guy who said his PC came from Dell exactly like that. He didn't download or skin anything. Not sre if it came directly from Dell or not though.
