The power management interface offers only to turn off the monitor.
Before running the SP2.0 I had:
-monitor
-hard drive
-system stand by

Firstly, you should install proper version of the SP. I highly recommend a freshly installed Windows 98 SE.

Secondly, make sure that all your hardware drivers are installed and latest versions. Especially your mainboard related drivers should be installed (Intel INF, or VIA 4-in-1 etc.).
