There are only 2 versions of NETAPI32.DLL that work with Win98 SE [with or without 98SE2ME options 1 or 2]:
- NETAPI32.DLL 4.10.1998 = from Win98 SE setup CD-ROM/CABs
- NETAPI32.DLL 4.90.3000 = from WinME setup CD-ROM/CABs
M$ never released any (hot)fixes/patches/updates for these 98/ME files, that I'm aware of.
All NT4, 2000, XP, 2003 or Vista versions do *not* work with 9x OSes.

http://search.live.com/siteownerIt does work ok on my computer, with both Win98 SE + XP SP2, in all browsers I've tested so far: MS IE 6.0 SP1/7.0, Firefox 1.5.0.11 + 2.0.0.3, Mozilla/Seamonkey 1.1.1, Netscape 8.1.3, Opera 9.20, Netscape 3.04 Gold.
If it doesn't work on your computer, you either:
- do no wait for the loading... message to disappear = you must wait until the loading... text disappears from the search box in order to type your search keywords;
- connect thru a remote/local proxy and your proxy scripts deny this URL.
Not much you can do if using a remote proxy on a server you do no control.
But if using a local proxy [software on your computer] or on a server you control [a cgi/perl/php/ASP script on your own server domain], make sure the Live servers are not banned/denied in the proxy scripts.
- use a custom HOSTS files in %windir% [usually C:\WINDOWS] that lists the Live servers preceded by 127.0.0.1 or by 0.0.0.0 or by 0 .

Then you need to reload your web browser(s) for the modified HOSTS to load, be it MS IE [+ its variants: Maxthon, Crazy Browser, Neoplanet, Avant, SlimBrowser etc], Firefox, Mozilla, Netscape, Opera, Seamonkey etc;
- if using a firewall or an internet security suite or an anti-malware utility that bans/denies access to specific servers, you need to make sure Live servers are not on their lists;
- if using MS IE -> Internet Options/Properties -> Security tab -> Restricted Sites -> custom Sites list, you need to make sure Live servers are not on that list;
- if using MS IE -> Internet Options/Properties -> Privacy tab -> Advanced -> Override automatic cookies handling -> make sure the "Always allow session cookies" box is checked;
- if using MS IE -> Internet Options/Properties -> Privacy tab -> Edit -> "Managed Web Sites" list -> make sure Live servers are not on that list.
