I don't know how to reinstall a program that way. Could you tell me how?

The free trial period for Start Is Back recently ended, and I uninstalled it. After I uninstalled it, I noticed that things were going a bit wonky, so I turned my computer off. When I turned it back on and logged in, I was met with a black screen with a blue toolbar at the bottom of the screen. When I push control, alt and delete, the screen for that comes up for that. There is the little white arrow in the corner, and when I click on it, there is one app, but I cannot access it. Did I do something wrong with shutting it down when I shouldn't have, or is something else going on? Any help that can be given is much appreciated. Thank-you.
