I m new in this so pls tray to help me!

I m trying to make small office network but I have same problems when i try to access other PCs in network i get this error: you might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permission.
I didn t make any PC as server is that problem? If that is problem can u tell me how to make PC as server? I ve cached my firewall is off and i can t ping PCs!

whats the os's? if xp home/pro then:
make sure you are using "obtain ip address automaticly".
make sure all of the computers using the same workgroup name and disable the simple file sharing in folder option.
make sure netbios and client for microsoft network and file and printer sharing protocols are enabled in the properties of both pc's network adapters.
