Yes.
That should be because retail & VLK fresh-install keys weren't supposed to work with build 3180 (and its timebombed?).

Wait for public betas.

The only possible bug is that slipstreaming SP3 into SP2 Media Center 3.0 results in SP3 Media Center 2.8. I think they might be rolling back some code for a new Media Center 2008, but it's too early to tell.
I looked into this and I think its only got to do with MEDCTROC.INF being replaced

Before
[Strings]
MCE_version	 = "3.0"

eHome_DESC	  = "Media Center"

After
[Strings]
MCE_version	 = "2.8"

eHome_DESC	  = "Media Center"

OH and Multimedia Home Networking (MHN) seems to be missing from 2.8

4. Does it include Update rollup 2 and last October 2006 XPMCE update rollup? What happens when SP3 is slipstreamed to XPMCE 2005 OEM? What's the version in MCE About?

No MCE 2006 update rollup is not included with SP3. Installation of SP3 on MCE 2005 would not modify the version
