Hi
Does anyone know of a tool that can monitor the Apache, php processes or routing for a virtual/multi domain and restricted access host please.

I use webmin on my ubuntu server.
Not sure what OS you're running it on.

Ok
These are the OS details.
It is a linux (BSD) server.
Virtual host
No shell access
php in "safe mode"
Apache/2.0.59 (FreeBSD) mod_python/3.2.10 Python/2.4.4 PHP/5.2.1 with Suhosin-Patch mod_jk/1.2.19 mod_ssl/2.0.59 OpenSSL/0.9.7e-p1 mod_perl/2.0.3 Perl/v5.8.8
If thats any help to anyone.

Did you try webmin as suggested? It should work for you.
