If you find something better I'd be interested as well; in fact any CLI applications you know of as I perfer them in many cases over GUI for a slew of reasons (that I won't post here as someone will take exception to every one). Now, while it ain't real easy, you can send Email via telnet in a standard Windows command prompt.
