Error in Control configuration (vista) Rate Topic: -----

I download the last release 4.50, install okay but if i try to launch the Media Controlo configuration, the program give me an error and it's impossible to start....??? I use naturally windows vitsa 32bit ultimate

Media Control Configuration? what is that?
please be more specific so people can help you out.
