Since the server doesn't have a keyboard or mouse or Monitor connected I connect to it using a WinXP workstation by this command:
mstsc /v:server /console

But to my surprise this doesn't connect to the username which is already logged in localy on the server 'tom'. but creates a new session for user 'tom'. This works great on Win2k3.
I have set Windows 2000 Server to Remote Administration mode.

What else could it be?

You are correct - only 2003 server supports the /console switch.
