      <OOBE>
        <HideEULAPage>true</HideEULAPage>
        <NetworkLocation>Other</NetworkLocation>
        <ProtectYourPC>1</ProtectYourPC>
      </OOBE>
      <TimeZone>Central Europe Standard Time</TimeZone>
    </component>

If you search the UA Vista section you will find a reg tweak that you can combine in your xml ans file to suppress this network selection prob. This has been an inbuilt MS problem for @ least a year now that I recall. Still no official fix.

setting NetworkLocation to Home works fine for me. I have never seen that before.
Will try setting other locations.

Simply setting "Home","work" or "Public" in your xml will not overcome this. You need to use the reg tweak.
