During the beta of XP MS disabled the optional component wizard, so the default infs are installed and you cannot chose what to install/not install. After spending some time playing with it, i got the wizard displaying again.

First, i delete ocmanage.dl_ and put ocmanage.dl_ from Whistler Build 2250 into my i386 folder (download the file below).

Second, i edited sysoc.inf because it was blue screening. I added a semi colon to the ntcomponents. Below is my sysoc.inf file, you do not have to use mine im just showing it as an example. I of course delete sysoc.in_ and used this sysoc.inf.

Of course, use this file with caution. If you use the file, you'll notice setuplog.txt has a lot more detail about what it's doing. If someone wants to decompile ocmanage.dll and find out why it hides the window by default that would be great.

I should also note i used MSTEST's method of removing winntbbu.dll so i had the classic win2k screens.

There is also another way to open it (no need to be unattended installation):

1- download CMDOW at http://www.commandline.co.uk/cmdow/

2- extract the zip file in "I386" folder

3- open txtsetup.sif

4- go under [SourceDisksFiles] section and add this line:
cmdow.exe = 1,,,,,,,2,0,0

5- open dosnet.inf

6- go under [Files] section and add this line:
d1,cmdow.exe

7- also add in the same file (at the end) the following lines (maybe it's already there so only add the last line):
[OptionalSrcDirs]
addons

8- open notepad and paste the following lines:
@echo off
cmdow @ /HID
chdir %systemdrive%\
cd %windir%\system32
start /wait sysocmgr.exe /i:sysoc.inf /r
exit

9- create a directory named "addons" in i386 folder

10- save this file with this name "mgrr.bat" in "addons" directory

11- open notepad again and paste the following lines:
[Version]
Signature="$Windows NT$"
MajorVersion=5
MinorVersion=1
BuildNumber=2600 ; for windows xp
; BuildNumber=2195 ; for windows 2000

[SetupData]
CatalogSubDir="\i386\Update"

[ProductCatalogsToInstall]

[SetupHotfixesToRun]
mgrr.bat

12- save this file in "i386" directory with this name "svcpack.inf"
13- delete "svcpack.in_" in "i386" directory (note: "svcpack.in_" isn't the same as "svcpack.inf")

done!

Maybe because the original post is 2 years old?
