I've been attempting to disable ICMP on both W2K SP4 and WXP SP1 and have so far run into the same issue - it doesn't work and remains enabled.
I have followed the MS KB instructions - Cannot Disable ICMP Redirects By Changing "EnableICMPRedirect" Registry Value (293626)
HKLM\System\CurrentControlSet\Services\Tcpip\Paramaters
EnableICMPRedirects = 1 | 0
EnableICMPRedirect = 1 | 0
1 = enabled (default)
0 = disable
I have set both to 0 on the off change that the bug reported in KB 293626 has cropped up again.
Yet for some reason, ICMP does not get disabled. W2K and WXP still respond to ping requests. Have I misinterpreted something?

Try enabling XP firewall on network connection, it supports blocking ICMP.
