Here's my problem:

I ran an upgrade of a developer's machine from XP Pro SP2 to Vista Business SP1 and for some reason it did not upgrade but instead did a clean install. What's the easiest path to get the user's settings, programs, etc into Vista at this point?

This may be because Microsoft decided to block anything other than XP Home Edition from using the upgrade mode.

Or Windows 2000.

The installer likely disables the upgrade mode when the installer sees XP Professional.

It likely ignored the settings, because it wasn't ran from XP Home Edition.
