I have a laptop that supports Vista x64 and am in the process of purchasing the DVD. However, I am currently using a PCMCIA iBurst modem that only has 32bit driver support. This driver is a signed Vista driver. I read somewhere that you can force Vista x64 to run in compatibility mode to accept 32bit drivers as long as they are signed drivers.

My question is if this true and if anyone can confirm this. Any help or information is appreciated.

There is no way to use 32-bit drivers in Windows x64.
