As motherboard only supports USB 1.1, PCI-to-USB 2.0 was installed. Is it impossible for the card to boot up USB devices?

It depends on card AND motherboard.
Some "couples" can, some can not.
You may need a "kicker" of some kind, or experiment with PLoP:
