This message seems related to have a GDIMaxHeapSize entry in win.ini or not.What I meant to say by reporting this is that setting an entry for GDIMaxHeapSize seems to actually do something in the system (its job of increasing the size of the 32bit GDI heap I guess), but that it is less certain to me that setting USERMaxHeapSize does anything at all as I can't see any visible change.
