Customizing Region and Language

Anybody know how I can make modifications to date format, first day of week = monday.. and one particularly - current location, which defaults to United States

How also, should i add "Secondary" languages to the system, say chinese so that one could read chinese prc characters. As for writing chinese characters, I think there are other software for that.
