User rights on Windows Server 2008 R2 ?

Hi all, this is my first post & it will sound like an amateur question :D

What need to be done to give a user more permissions than normal user but less than Admin permissions in Windows Server 2008 R2 ? like the Power Users group in Windows Server 2003
