What do you mean?
The name is PIA->Programa de Instalacion Automatizado
(in English it would sound like AIP Automatic installation Program)

What is PIA?
PIA (Programa de Instalación Automatizado) will replace the well known WPI (Windows Post Install). This new program has been programmed from ground up in Visual Studio 2008 (VB 2008 or .NET), and allows a better interaction with the OS and with the user.

Not only that, it looks like it redistributes non-free software, making it ultimately a warez distribution application (I downloaded a copy to see what it contained). Let's close this one down for now - use at your own risk, but don't discuss it here.
