How to Use NewWinbom

I have 2 winbom files i need to use in order. How can I use NewWinbom to do that?

I've tried putting the second in sysprep and the first in sysprep/config and using:

NewWinbom=C:\sysprep\config

But it just uses the one in sysprep anyways.
