Outlook 2010 - prompt to work offline Rate Topic: -----

I'm trying to set up my account to ask me when I log on whether I want to work online or offline.
According to Microsoft you can prompt to start Outlook 2010 without connecting to MS Exchange Server account through File/Account Settings/More Settings and checking manually control connection state. I've done this and it is checked for manual control but it still doesn't give me the option when I start Outlook to work online or offline. Outlook 2003 gave this option very clearly. Is there perhaps something else over-riding this selection?
