hello

when I press control alt delete in WinXP, the screen is hiden and a menu appears offering to shut down pc, stand by, etc

how do I set it to just display task manager?

I believe it's because you are using Classic Login. Try the Welcome Screen option in Control Panel -> User Accounts.
There are some settings in the Group Policy Editor (gpedit.msc from the Run box)->User Configuration->Administrative Templates->System

or

Instead of Alt+Ctrl+Del you could use Ctrl+Shift+Esc, which also starts the Task Manager
