Guest
You need to edit the default user hive. Set explorer to show hidden and protected operating system files. Open regedit and highlight HKEY_LOCAL_MACHINE. Click File, Load Hive... and browse to C:\Users\Default User\NTUSER.DAT. Give it a name. Now go to this new area that you named under HKEY_LOCAL_MACHINE and edit <name you gave it>\Control Panel\Desktop. Then simply highlight the loaded hive and click file, unload hive. Each new user created should have the setting automatically applied. You can also use reg.exe to do it from the command line. EX: reg load blah blah but I don't have the exact syntax's in my head.
