For Windows 7, you can create the folder $OEM$(with subfolders) and set this one inside your distribution folder: %systemdrive%\%DVD%\sources\$OEM$

I've tested two methods working:
- we can set the $OEM$ folders inside the distribution location: C:\Win7\sources\$OEM$ (inside the folder "sources")
- or we can set the folders inside: C:\Win7 (outside the folder "sources"; at the root like for Windows XP)
With Windows 7, I use the best practice and set the $OEM$ folders inside: C:\Win7\sources\$OEM$
