Hello. Is it possible to load syslinux from bootmgr? I have a usb stick with windows 3.1 pe on it and I want to add syslinux.

You can use grub bootloader to load winpe and other things from usb stick

I already use pxelinux to boot using pxe. So I prefer to use the same syntax. That's why I ask about loading syslinux from bootmgr.

That's similar to how my test server is set up. Its only because PXELinux can boot to WDS and install Linux, but Bootmgr can't install Linux.

Which file system do you use at USB stick?
Do you use FAT, FAT32, NTFS or another one?
Run syslinux.exe, write bootsector output to a file.
Run bcdedit.exe, add this file to bcd store.
