i just have connected a new video Card.... no more Latency problem..

Your Intel® Core i3-2100 CPU @ 3.10GHz contains the Intel HD 2000 graphic:

if you use a motherboard with Intel z68 or Intel H67 chipset you can use this included graphic unit. If should be fast enough for office usage.

i think that the other was too old for Win 7 64...

i have learned a lot of things around windows perfs..
