Disabling "Hide empty drives in the Computer folder" option do

The Windows 7 Explorer tries to hide empty drives by default. I've unchecked the "Hide empty drives in the Computer folder" option but the drive is not shown in Explorer:

When I insert a disk the drive is shown again as expected:

Any ideas?

yes, but it should also work without because this is an user based setting (HKEY_CURRENT_USER).

But is doesn't work if I'm rebooting or not.
