Is "Speech Support" necessary for Dragon Dictate or text-to-sp

Title explains my question - wondering if I can remove "Speech Support" using Win Toolkit or similar,
but still leave the ability to successfully install & run things like Dragon Dictate or various text-to-speech tools
(though I realize these are opposite apps - I guess I don't fully understand what "Speech Support" is about?

...or, does it only apply to Microsoft apps?
