I wonder if MSXML 4.0 Service Pack 3 can be used on Windows ME. Its download page doesn't list Windows 95, 98 or ME as a supported operating system, but it can be installed on Windows ME. I've seen conflicting reports on the Internet regarding its compatibily, so perhaps people who tried running it on Win 95/98/ME can share their experience here?

msxml4.dll needs its subsystem version changed to 4.0, otherwise its dependencies look okay for 98se+. It should load as-is with Kex, or after patching. Let us know how the testing goes! :w00t:

So, XML4 SP3 needs KernelEx to run on Windows 95/98/98SE/ME, unless msxml4.dll is patched?
