Pervasive PSQL error when lauching the control center Rate Topic: -----

I have Accpac on my master image, and I am hoping someone here is well versed in accpac/psql, because I am stumped.

When launching the CONTROL CENTER for pervasive PSQL I get an error has occured, Any help would greatly be appreciated as I have to fix this by next Tuesday.
