I can't find out why the power options aren't working. Monitor and hard drive should be shut down after 15 minutes, but they aren't

So far I have

1. Applied a windows patch
2. I have the newest video drivers

Anything else I can check ?

1 - Did it ever work?
2 - BIOS setting?

I've never had them work consistently on XP. It works OK for a while after a reboot. I think it's a bug.

What about wireless power options? Some devices like a NIC or even some running services can keep a computer from sleeping.
