Install Garmin Express on Windows 2000

It appears to require Microsoft Net Framework 4, which Tomasz86 rolled into his all in one package and I currently have installed. However, the program keeps telling me that I need to install Net Framework and it will not allow me to advance past it. I notice I can open it with WinRAR but alas, it just has 'garbage' files contained which are probably similar to disk images. It requires Windows XP and using KDW compatibility allows me to try and install but once it hits the second screen, it just closes itself out. This probably isn't a big issue as the Garmin works without registering it and all that jazz, but in order to have the lifetime map updates, you need to install that program that I can see. Has anyone attempted this on Windows 2000 yet?
