WINNT.sif Creator NOT WORKING. (HELP)

I get error message when i try to open WINNT.sif Creator. "WINNTSIF.exe - Application Error, The application failed to initialize properly (0xc0000135). Click on OK to terminate the application." Any idea?

i use the deploy thing in the XP cd. is this different?

From www.microsoft.com or it may be in your list of recommended updates on Windows Update.
