What we are noticing is that with the 2003 servers, the security is not being set correctly.

When setting permissions, our admin allows EVERYONE full SHARE access to the Folder A and restricts them using NTFS permissions on Folder and Subfolder B by using NT4 groups. The problem is that the 2003 server appears to ignore the security and allows the usrs to access the Subfolder B w/o reason. He hasn't quite explained the isue in more depth yet other than to mumble curses under his breath.
From what I know, 2003 has an updated NTFS for better security. I was just wondering if anyone has seen this issue in other places or are we just crazy?
