Maybe it's because I don't have %windir% in there.

EDIT %windir% is the same as ...
C:\WINDOWS\ or
D:\WINDOWS\ or
F:\124355djd8 whatever your windows directory is

That's what I have under there, currently. I think that's the problem.

CustomDefaultThemeFile = "%WinDir%\Resources\Themes\Luna VX.theme"
thats what i use & it works

Wallpaper.MUI=@themeui.dll,-2036
or the wallpaper you specify will not be applied (the themeui.dll,-2036 specifies the Bliss background no matter what you specify as your image)
Of course, if you are using a different theme (or a premade theme), don't worry about it and forget i even posted it
